What use is Desmond?

Why did Widmore bring Desmond back to the Island. What good or change can he bring that anyone else couldn't? I know he got told that "the Island wasn't done with him yet" but if Desmond finally got back with Penny, whhy would Widmore want to take Desmond away from his daughter? And also i think Penny should come to the Island.
