MHA doctor guy

You know, we really need to have an article on that MHA doctor who keeps popping up. something tells me that his appearance is very important...plus that evil-looking smile of his creeps me out. Once he has his own article, we can compile known sightings of him and theories. Could he be Alvar Hanso?
